About the role
Rotary and Mission Systems (RMS) Industrial Development is seeking a Senior Staff Industrial Development team member to lead, manage and provide oversight over all Canada Industrial and Technological Benefits (ITB) programs, projects and initiatives, and be the major Canada program lead of highly complex offset (ITB/IRB) programs, for both programs in execution phase and pursuit/capture phases.
Primary Responsibilities:
Responsible for managing all Canada IRB/ITB offset programs and serving as a lead for the RMS Industrial Development (ID) Canada team based in both the US and Canada
Serves as a key stakeholder in International Capture Teams to analyze a Canada’s ID regulations, requirements and aligning customer industrial expectations to Lockheed Martin’s business objectives
Conducts and/or coordinates initial industry evaluations to determine capability range in support of developing an industrial strategy
Compiles reports of industrial, economic, and associated political factors in preparation for the capture phase. Identifies potential in-country strategic industrial partnerships or investment opportunities that support offset credit solution for captures and keep-sold efforts
Coordinates and secures commitments of Lockheed Martin resources to support ID projects. Functions as a primary point of contact with regional ID customers and has routine contact with Lockheed Martin suppliers and other international companies
Work with diverse functional teams both within RMS Core and Global Business Districts (GBD)/Corporate, as well as individual program teams within each of RMS’s Line Of Business’ (LOBs), particularly to help increase Canadian content value within RMS programs
Leads ID agreement and ID project negotiations in Canada
Supports engagements and interactions with ID organizations within Canada to understand applicable regulations and expectations
Works with and maintains ID agreements with Canadian ID customers
Implements ID program requirements that satisfy commitments on schedule and within program budget
Develops and maintains effective relationships with ID-related regional foreign government and key industry stakeholders
Responsible for the cost, schedule and technical performance of regional indirect ID projects and support of direct ID activities
Manages regional ID reports, credit claims, and awards, supports internal/external program reviews, provides reporting on ID progress, and ensures ID commitments are implemented in accordance with relevant policies and procedures, and responds to offset-related audits, when applicable
Participates as a member of Lockheed Martin Industrial Development Country Teams (IDCT) for the country(s) assigned and ensures a One-LM approach towards ID activities
Leads Canada’s ID financial processes and controls, cost management, financial planning and financial risk management
Partners with supported Program Management teams, Finance & Business Operations teams, and performing functions to optimize execution and financial management within the RMS ID organization
Delivers quarterly Contract Cost/Profit Status Report (CSR) and reviews of financial performance to senior RMS leadership for Canada
Track Canadian orders, sales, profit, and cash related to international programs that incur offset obligations, as well as management of ID Marketing Assistance (MA), Bid and Proposal (B&P) and overhead costs.

Demonstrated communication and presentation skills
Ability to work in-country in both a team environment as well as independently with guidance from senior members of the organization
Experience in dealing with SAP, Hyperion, Procure to Pay (P2P), PM Compass, ECE and ECS systems
Developing and executing large-scale ID programs and projects.
Additional skills desired for the role

Language Requirements in Quebec
Knowledge of the English language is required for this role as the position described in this posting requires the candidate to communicate every day with a virtual team outside Quebec as well as communicate with different members of the organization, clients and suppliers located outside of Canada. For engineering positions, the candidate must also be able to read or modify technical documents from our main clients and write technical documents for these same clients.

Salary Range
$143,000 - $187,500
