Why does the job exist?
This position will be responsible for all budget and fiscal analysis for assigned divisions at the Taxation and Revenue Department (TRD). This position will ensure compliance of the agency budgets will all applicably rules, regulations and statutes. This position will assist with the preparation of the annual appropriation request and the operating budget in accordance with initiatives set forth by the agency. This position will monitor and track multiple funding sources, special appropriations, capital appropriations, federal grant budgeting, budget adjustment requests and annual performance
measures. This position provides high level customer services and sound budgetary recommendations based on budget projections to TRD staff and leadership.
How does it get done?
Responsibilities for this position include:
Monitor, analyze, and track revenues and expenditures for the operational and capital budgets assigned divisions to ensure fiscal accountability and compliance with state and federal requirements
Review and prepare monthly budget projections for assigned divisions
Meet with assigned divisions to review and make recommendations on budgetary and fiscal analysis
Assist with the preparation of the appropriation request and operating budget
Prepare and complete budget and fiscal analysis and reports for agency activities and provide recommendations accordingly
Prepare and track budget adjustment requests (BARs) for assigned divisions
Review agency performance measures to ensure data is accurate and complete
Monitor, analyze and track federal grants and assist with budgeting unexpended funds for assigned divisions
Assist with the annual preparation of the Infrastructure Capital Improvement Plan (ICIP) for the agency
Assist agency Chief Financial Officers with schedules for the annual financial audit
Provide division training on the budget process to ensure accurate and timely monthly budget projections are completed
Review assigned division operational documents for budget sufficiency and ensure accuracy and compliance with applicable rules, regulations, policies and procedures

Finance Committee (LFC).

Minimum Qualification
Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
