POSITION SUMMARY

The CVS Digital Developer Experience organization builds the tools and services that help developers do their best work. We support tens of thousands of developers across CVS Health, with responsibilities spanning source control, CI/CD, artifact repositories, development environments, and AI-powered coding assistance.

The Senior Engineering Manager - Developer Tooling is a hands-on engineering leadership role responsible for the team that delivers and operates our new enterprise CI platform — GitHub Enterprise, GitHub Actions, and JFrog Artifactory — used by tens of thousands of developers across CVS Health. The role owns day-to-day execution, partners with application teams who run their own pipelines under our partnership model, and ships the standards, templates, and guardrails that make the platform scale.

This is a pivotal moment for the team. Over the next year, the focus is completing the migration off legacy CI/CD and artifact tooling and stabilizing the new platform as the enterprise standard. Looking beyond that, the role will help shape the next chapter of Developer Tooling — expanding AI and agentic coding support across the enterprise, improving platform reliability, performance, and developer ergonomics, and scaling the platform as adoption grows.

A key responsibility is building and sustaining a high-performing engineering team. The person in this role should lead with empathy, trust, and genuine care, and stay focused on delivering an excellent customer experience for internal developers.

Key Responsibilities

Run the platform day-to-day — reliability, performance, security, and developer ergonomics — and the migration program that retires legacy CI/CD and artifact tooling on schedule

Operate the partnership model with application teams: ship the paved road, templates, and guardrails; coach teams to own their pipelines

Drive AI and agentic coding adoption (e.g., GitHub Copilot, Claude Code), including rollout, governance, and policy.

Partner with InfoSec and platform peers on software supply chain security, artifact governance, and access management

Own the metrics — reliability, build success and duration, adoption, developer satisfaction — and use them to set priorities

REQUIRED QUALIFICATIONS

7+ years of software engineering experience, including 4+ years building or operating developer platforms, CI/CD systems, or other internal engineering infrastructure

4+ years of hands-on software engineering with backend technologies (e.g., Java, Python, Go, Node.js) and at least one major cloud provider (AWS, GCP, or Azure)

3+ years operating one or more enterprise CI or CD platforms (e.g., GitHub Actions, Jenkins, Octopus Deploy, UrbanCode Deploy), with working familiarity across source control and artifact repository tooling such as GitHub Enterprise and JFrog Artifactory or Nexus

3+ years directly managing engineering teams, including hiring and performance management

Experience leading teams in Agile or Scrum environments

PREFERRED QUALIFICATIONS

Hands-on experience operating an enterprise CI platform built on GitHub Enterprise, GitHub Actions, and JFrog Artifactory at scale

Experience with GitHub Enterprise administration (Enterprise Managed Users (EMU), access management, security governance), GitHub Actions reusable workflows and runner strategy, and Artifactory repository design and lifecycle governance

Experience leading large-scale CI/CD migrations and tool deprecations

Experience supporting AI coding assistance and agentic coding tools (e.g., Copilot, Claude Code) across a large developer population

Strong written and verbal communication with both engineers and senior leaders

EDUCATION

Bachelor’s degree or, equivalent experience (HS diploma + 4 years relevant experience)

Pay Range

The typical pay range for this role is:

$106,605.00 - $284,280.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
