About North East Link
The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project. The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.
The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.
About the Opportunity
We are seeking an experienced Project Engineer with BEW and tunnelling expertise to join our TBM team on the SPARK North East Link Project – one of Melbourne’s most iconic infrastructure projects.

This role will be accountable for:
Monitor quality and quantities of incoming equipment and material, check work drawings, construction and specifications against site plans and conditions and arrange corrections or modifications where necessary
Responsible to develop and implement procedures to achieve quality, safety, timely production and compliance with budgets.
Undertake quantitative and qualitative safety, environment, and quality risk assessment to ensure acceptable quality of structures and finishes
Assign work and assist with reviews for accuracy and adherence to required standards of supplier, subcontractor quotations/purchase orders as well as subcontractor arrangements
Write, review and present construction methods to relevant stakeholders
Demonstrate financial management skills and commercial acumen when making decisions
Develop construction methods and engineering concepts to safely and cost effectively deliver packages of work
Assist with the preparation of site construction budgets and reports
Minimum Requirements for this role are:
Bachelor’s degree in civil engineering, geotechnical engineering, or similar field
Engineer with a minimum of 4 years of experience. Construction site experience is desirable.
In-depth knowledge of TBM excavation techniques
Detailed knowledge of geology and structural engineering
Understanding of the Quality Management Plan, Safety Management Plan, Environmental Management Plan and Projects Design Management Plan
Ability to manage and mentor a team of engineers
Excellent project management skills
