Who we are looking for

The Global Liquidity Management (GLM) Group, within the Global Treasury organization, oversees State Street’s liquidity planning, monitoring, methodologies, analytics, and regulatory reporting globally. The group manages regulatory ratios such as the LCR, NSFR as well as the liquidity buffer requirements resulting from its Internal Liquidity Stress testing (ILST) and Recovery and Resolution planning (RRP) framework (RLAP/RLEN). The group is also responsible for ensuring compliance with all regulatory reporting requirement such as the daily FR2052a and associated public disclosures. We work collaboratively with the Global Treasury Risk Management (GTRM) function to ensure we are managing liquidity within firm policies, limits and risk tolerance while meeting regulatory expectations promulgated by the Federal Reserve, the FDIC and other regulators globally.

We are looking for an Assistant Vice President, Data Governance, who will lead the change management initiatives within liquidity reporting and data governance function. The person will be responsible for leading multiple change initiatives around the company’s liquidity risk management and optimization frameworks covering activities across the globe, including compliance with the relevant regulations. The position will report to the Liquidity Data Governance Lead.

What you will be responsible for:

Subject matter expert on Treasury and Finance, Reg Reporting applications and functions providing techno/functional expertise within the Data Governance and Change Management team

Drive in requirements gathering with upstream business functions and technology partners on database changes, system migrations, new product implementation, strategic remediation to data quality deficiencies.

End to end implementation of business requirements inclusive of User Acceptance Testing to validate implementation against business needs

Collaborate closely with technology and data teams to ensure reporting solutions are scalable, sustainable, and aligned to our GLM priorities.

Lead projects and programs to support technology delivery aligned to business strategy in Treasury Liquidity domain.

Additionally support other data governance initiatives like Data Lineage in Collibra, Data Quality Issue management, and improving reporting controls to ensure compliance to BCBS239 principles.

This resource will work on key Regulatory and Treasury project initiatives primarily around liquidity reporting related changes. Resource should be having sound technical expertise in Reg Reporting domain, with Oracle Database, ETL process, SQL queries, Axiom Reporting experience.

Possess strong tech skillset/experience in PL/SQL, Oracle databases, Python and project management process (agile, team player). This would require competency in all aspects of SDLC, and work with teams across the globe and be able to handle lead responsibility towards the project execution.

Work with internal stakeholders and team members to and improve the data quality and accuracy of reporting and reduce any tactical workarounds in place through strategic remediations.

Education & Preferred Qualifications

10+ years of relevant experience in the financial services industry, with specific experience in Treasury Liquidity Reporting, Regulatory Reporting

Degree in Finance from a tier one institution or CA/CPA will be preferable.

Strong understanding of liquidity risk management principles and regulatory requirements (e.g., FR2052a reporting). .

Change/Project Management Business Analyst experience in regulatory reporting area required

Hands on technical experience working with finance technology including Axiom, Collibra, Oracle Databases, and data management BI Tools.

Knowledge of regulatory reporting requirements specific to the Financial Services industry along with excellent Project Management skills

Proficiency in data analysis and reporting tools; ability to work with large datasets.

Excellent communication and stakeholder management skills.
