The Finance / Contracting Subject Matter Expert provides comprehensive financial management support, with a focus on the execution and oversight of appropriated and reimbursable funds within Army programs. This role supports financial operations by analyzing commitments, obligations, and disbursements, ensuring accuracy and compliance across multiple financial systems. The analyst leverages the General Fund Enterprise Business System (GFEBS) and related tools to support budgeting, reconciliation, reporting, and audit readiness efforts, while collaborating with internal and external stakeholders to resolve financial discrepancies and maintain data integrity.
Compensation & Benefits:
Estimated Starting Salary Range for Budget Financial Analyst IV : $200,000.00-$220,000.00
Pay commensurate with experience.

Budget Financial Analyst IV Responsibilities Include:
Support financial execution of appropriated funds, including RDT&E, OMA, Procurement, Congressional Adds, and Foreign Military Sales (FMS)
Process and manage reimbursable funding actions, including reimbursable and direct fund cite orders
Review and analyze commitments, obligations, and disbursements for accuracy using GFEBS ERP and BI tools
Perform financial reconciliation and validation of data across multiple systems
Research and resolve open and aged financial balances, including Unliquidated Obligations (ULOs) and Unmatched Transactions (UMTs)
Coordinate with DFAS, DCMA, Contracting Officers, and Budget Analysts to resolve discrepancies and ensure proper posting to Lines of Accounting (LOA)
Utilize financial and contracting systems (e.g., SOMARDS, MOCAS, EDA, WAWF, SDW) to research and reconcile contracting actions
Export, organize, and analyze large datasets to support financial reporting and decision-making
Provide contract modification support to Other Government Agencies (OGA) following funding awards
Support Dormant Account Review – Quarterly (DAR-Q) / Joint Reconciliation Program (JRP) activities
Conduct financial research, analysis, and documentation in support of special projects and ad hoc requests
Performs other job-related duties as assigned
Budget Financial Analyst IV Experience, Education, Skills, Abilities requested:
Bachelor’s degree in Finance, Accounting, Business, or related field
15+ years of experience in federal financial management or budget analysis
Strong experience with financial execution of appropriated funds (RDT&E, OMA, Procurement, FMS, etc.)
Experience processing and managing reimbursable funds and fund cite orders
Demonstrated ability to analyze and reconcile large volumes of financial data
Experience reviewing commitments, obligations, and disbursements for accuracy
Advanced experience with GFEBS (ERP and BI) for financial execution, reporting, and analysis
Experience researching and correcting ULOs and UMTs
Experience working with DFAS and resolving cross-agency financial discrepancies
Familiarity with federal financial and contracting systems (SOMARDS, MOCAS, EDA, WAWF, SDW)
Knowledge of DAR-Q / JRP processes and audit readiness activities
Strong attention to detail, analytical skills, and ability to communicate financial data to stakeholders
