About the role

Overview:

Join our team as a Program Manager and support NOAA's Office of Education by leading all contractor performance, quality, schedule, and cost management across a multidisciplinary administrative, education, communications, and outreach support contract. You will serve as the single point of contact for the Contracting Officer and COR, direct contractor personnel, track labor hours and travel CLINs with monthly burn-rate reporting, and identify and mitigate risks to performance, schedule, and cost—ensuring uninterrupted, compliant support that advances NOAA's mission to educate and inspire the nation in ocean, coastal, and environmental science.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8:30am to 5pm at NOAA SSMC Campus in Silver Spring, MD with some work also performed in Washington, DC.

Responsibilities:

Lead overall delivery, quality, and budget performance for the full contractor team supporting NOAA's Office of Education.

Serve as the primary liaison to the government's contract leadership, keeping work aligned with requirements and deadlines.

Direct and support staff across communications, grants, outreach, data, and program-operations functions.

Track labor hours and travel spending, delivering monthly burn-rate reports and flagging budget risks early.

Spot performance, schedule, and cost risks ahead of time and put mitigation plans in place to keep support running smoothly.

Produce monthly progress reports and lead recurring kickoff, coordination, and annual review meetings.

May be required to travel to other NOAA locations within the Washington, DC metro area (e.g., NOAA Headquarters in Washington, DC) and/or other DOC/DOC bureau locations within the metro.

Qualifications:

Required:

Bachelor of Science (B.S.) degree in an associated field.

Minimum of four (4) years of relevant experience, at least two (2) of which must be in a supervisory role.
