About the role
Position Summary
We are seeking a GIS Analyst I (Land) to support IT Department. In this role you will manage and coordinate the county’s parcel and land-records data, edit and maintain land-related GIS layers, and provide GIS and CAD support to engineering, assessor, planning, and public works stakeholders. This is a hands-on technical role for someone who is detail-oriented, comfortable working from legal descriptions and survey documents, and motivated to keep authoritative land data accurate and current.
Key Responsibilities
Land-Specific
Maintain the authoritative parcel layer, including splits, combinations, boundary adjustments, and ownership updates, in coordination with the Tax Assessor’s office.
Interpret legal descriptions, deeds, subdivision plats, and surveys to maintain accurate parcel geometry.
Maintain land-related GIS layers (zoning, land use, easements, rights-of-way, annexations, and related boundary data) in alignment with county policy.
Coordinate with the Tax Assessor, Planning & Zoning, Public Works, and Engineering on parcel and land-data changes.
Perform spatial QA/QC on parcel and land datasets to enforce topology rules, eliminate gaps and overlaps, and maintain data integrity.
General GIS & CAD
Manage and coordinate parcel and address databases in the county’s GIS environment using Esri ArcGIS.
Edit, validate, and maintain GIS data, ensuring accuracy, currency, and integrity of geospatial records.
Prepare and modify engineering drawings using Computer Aided Design and Drafting (CAD) software.
Assist engineers in developing portions of engineering projects through accurate GIS and CAD deliverables.
Extract data from GIS and related systems to support departmental analysis, planning, and decision-making.
Support public information requests and respond to internal/external data extraction inquiries in a timely manner.
Coordinate with the GIS Manager and other county departments on map changes and updates.
Document workflows, data sources, and standard operating procedures to support continuity of operations.
Follow established change management processes, including securing required approvals before implementing changes.
Maintain knowledge of Esri ArcGIS releases and best practices, recommending improvements where appropriate.
Required Qualifications
Bachelor’s degree in Geographic Information Systems, Geography, Civil Engineering, Surveying, Urban Planning, Computer Science, or a related field (equivalent experience may be considered).
1+ years of professional experience working with Esri ArcGIS (ArcGIS Pro and/or ArcGIS Online/Enterprise) in a production environment.
Hands-on experience editing parcel, address, or other authoritative geospatial datasets.
Working proficiency with Computer Aided Design and Drafting (CAD) software (e.g., AutoCAD, Civil 3D, MicroStation).
Familiarity with geodatabase structures, spatial data formats (shapefile, file geodatabase, GeoJSON), and coordinate reference systems.
Strong attention to detail and commitment to data accuracy and quality.
Effective written and verbal communication skills; ability to work with technical and non-technical stakeholders.
Ability to work independently with minimal supervision and to collaborate as part of a small team.
Ability to pass standard background checks required for county/government engagements.
Preferred Qualifications
Experience maintaining a local-government parcel layer or land-records GIS environment is plus
Ability to interpret legal land descriptions (metes-and-bounds, PLSS) and integrate with survey data.
Familiarity with assessor/tax-roll data and parcel ID conventions.
Experience with Python and the arcpy library for GIS automation and ETL workflows.
Experience supporting local government, public safety, or land-records environments.
Familiarity with Public Land Survey System (PLSS), parcel and addressing standards, or NENA addressing guidelines.
Experience with ArcGIS upgrades, geodatabase schema migrations, or data integrity/QA workflows.
Nice to Have Esri certifications (e.g., ArcGIS Desktop Associate/Professional).
Experience with web GIS, ArcGIS Online, or ArcGIS Enterprise portal/server administration.
Familiarity with SQL and relational databases supporting GIS data.
Pay: $70,184.30 - $84,523.03 per year
