Job Summary Universal Service Recycling Inc. is a family-owned metal recycling company located in Stockton, California. As California Valley’s premier recycling facility, we pride ourselves on delivering top-tier service and operational excellence. We are currently seeking a dedicated and detail-oriented Human Resources Generalist to join our administrative team.
Position Summary:
The HR Generalist is responsible for supporting a wide range of human resources functions, including recruitment, employee relations, performance management, benefits administration, compliance, and HR policy implementation. This role serves as a key point of contact for employees and managers, helping to foster a positive workplace culture and ensure HR practices align with company goals and legal requirements. This position will be on-site based at our corporate office in Stockton, CA and will be supporting five locations – four in California and one in Nevada, with minimal travel between sites.
Essential Duties and Responsibilities:
HR Administration
Maintain accurate employee records for all sites.
Process employee lifecycle changes, including new hires, terminations, promotions, transfers, and status changes.
Assist with payroll-related inputs such as timekeeping corrections, pay changes, and deductions coordination.
Coordinate HR-related communications to employees across multiple locations.
Ensure consistency in HR practices across all locations.
Recruitment & Onboarding
Manage full-cycle recruiting for assigned roles, including job postings, sourcing, screening, interviewing, and offer coordination.
Coordinate and conduct employee onboarding and orientation programs across multiple locations.
Ensure a smooth new hire experience and completion of required documentation.
Employee Relations
Serve as a primary point of contact for employee concerns, questions, and workplace issues across all locations.
Conduct initial intake and fact-finding for employee relations matters and escalate complex cases as appropriate.
Support and document workplace investigations, ensuring consistency, fairness, and compliance with company policy.
Provide guidance to managers on employee performance issues, corrective action, and coaching approaches.
Benefits & Compensation Support
Assist employees with benefits enrollment and questions.
Coordinate with benefits providers as needed.
Support compensation processes and updates.
Track and manage employee leave of absence cases, including FMLA, CFRA, and other statutory leaves.
Compliance & Policy
Ensure HR practices comply with federal, state (CA and NV), and local employment laws.
Monitor and interpret changes in employment legislation and recommend updates to HR policies and procedures accordingly.
Ensure proper filing and retention of personnel records in compliance with legal requirements.
Assist in updating and communicating HR policies and procedures across all locations.
Facilitate and manage required compliance training.
Other duties as assigned.
Qualifications:
Education & Experience
Bachelor’s degree in Human Resources, Business Administration, or related field (preferred).
5+ years of HR experience in a generalist or similar HR role.
Skills & Competencies
Strong knowledge of HR principles, employment law in California (Nevada preferred).
Strong problem-solving and conflict resolution abilities.
Ability to manage multiple locations and priorities effectively.
Preferred
Experience supporting multi-site or multi-state operations.
Bilingual (English/Spanish) preferred.
Pay: $70,304.00 - $75,000.00 per year
