About the Role

The Portfolio Platform & Delivery Tooling Owner is an enterprise‑level role within Digital & Technology (D&T), accountable for the end‑to‑end ownership, operation and evolution of portfolio and delivery management platforms and tooling used across D&T.

The role treats portfolio and delivery tooling as a business‑critical enterprise product set, spanning:

Portfolio and delivery platform vision and roadmap

Tooling backlog ownership and prioritisation

Day‑to‑day operational support and service reliability

Supplier and third‑party support contract management

Security, vulnerability and compliance adherence

The role ensures portfolio and delivery tooling is reliable in operation, secure by default, trusted for decision‑making, widely adopted and continuously improving, while being effectively supported by internal teams and strategic suppliers.

Role purpose

To ensure D&T portfolio and delivery platforms and tooling operate as a secure, compliant, well‑supported enterprise capability, enabling consistent planning, delivery governance, financial control and executive decision‑making.

Key accountabilities

The Portfolio Platform & Delivery Tooling Owner is accountable for:

End‑to‑end ownership of portfolio platforms and delivery tooling

Operational reliability, service performance and user support

Management of supplier relationships and third‑party support contracts

Ownership and prioritisation of tooling and platform backlogs

Standardisation of portfolio and delivery data and ways of working

Compliance with security, vulnerability and enterprise risk standards

Enablement of governance, reporting and leadership decision‑making

Key responsibilities

1. Platform & Tooling Ownership and Roadmap

Own the vision, scope, roadmap and priorities for portfolio platforms and delivery tooling.

Ensure tooling supports portfolio intake, prioritisation, delivery tracking, financial control and performance reporting.

Act as the single point of accountability for how portfolio platforms and delivery tools are configured, evolved and used across D&T.

2. Tooling Backlog Ownership & Prioritisation

Own and manage platform and tooling backlogs, including defects, enhancements, integrations and compliance‑driven changes.

Prioritise backlog items based on enterprise value, operational risk, governance needs, security requirements and user impact.

Balance competing demands from Portfolio, Delivery, Finance, Cyber and Governance stakeholders.

Ensure transparency and clarity in backlog decisions and trade‑offs.

3. Operational Support & Service Management

Own the day‑to‑day operational performance of portfolio platforms and delivery tooling.

Ensure incidents, defects and service requests are triaged, resolved and communicated effectively.

Define and maintain support models, SLAs, KPIs and escalation paths.

Ensure availability, data integrity and user experience meet enterprise expectations.

4. Supplier Relationship & Third‑Party Support Management

Own relationships with tooling vendors and third‑party support partners.

Manage support and enhancement contracts, ensuring suppliers deliver against SLAs, security obligations and contractual outcomes.

Lead service reviews, supplier performance management and improvement plans.

Work with Procurement, Finance and Risk to ensure contracts remain compliant, cost‑effective and aligned to sourcing strategy.

5. Security, Vulnerability & Compliance Management

Ensure all portfolio and delivery tooling aligns with enterprise security and compliance standards.

Ensure all identified vulnerabilities are prioritised and patched within agreed SLAs, coordinating with internal and external support teams.

Track security issues, patches and upgrades through tooling backlogs.

Partner with Cyber, Risk and Compliance teams to support assurance, audits and evidence requirements.

Act as the accountable owner for tooling‑level security posture.

6. Portfolio & Delivery Data Standards

Define and enforce standard data models, fields and definitions across portfolio and delivery tooling.

Ensure consistent capture of scope, milestones, status, cost, risks, dependencies and benefits.

Enable a genuine single source of truth for portfolio and delivery data.

7. Governance & Decision Enablement

Ensure platforms and tooling produce secure, trusted, decision‑ready data for governance forums (LT, Portfolio Reviews, Stage Gates).

Reduce reliance on spreadsheets and manual reconciliations.

Support consistent views of delivery confidence, financial performance, risk and value.

8. Adoption, Ways of Working & Guardrails

Drive tooling adoption and consistent usage across D&T.

Define and enforce usage guardrails and standard ways of working.

Challenge non‑standard configurations or workarounds that undermine data quality, security or compliance.

Support onboarding, training materials and user enablement.

9. Integration, Automation & Reporting

Own integration points between portfolio/delivery tooling and adjacent systems (finance, delivery, reporting).

Partner with Data & Reporting teams to enable automated, scalable and secure reporting.

Reduce manual reporting effort and control risk through tooling capability.

10. Continuous Improvement & Value Realisation

Continuously evolve portfolio platforms and delivery tooling based on governance needs, security requirements, delivery maturity and user feedback.

Measure success through adoption, data quality, security posture, service stability, decision effectiveness and reduced operational friction.

Treat tooling as a product estate, not a static system.

Qualifications & skills

Essential

Experience owning or managing enterprise portfolio platforms and / or delivery tooling

Strong understanding of portfolio management, delivery governance and reporting

Demonstrated experience managing vendors, third‑party support and service contracts

Experience owning and prioritising tooling or platform backlogs

Working knowledge of security, vulnerability management and compliance expectations

Strong stakeholder management and influencing capability

Preferred

Experience in Digital or Technology‑led organisations

Familiarity with PPM, Agile and delivery tooling ecosystems

Exposure to procurement, sourcing and TPRM environments

Experience operating in regulated or audit‑led enterprises
