About the role

Overview:

The Analyst, Financial Systems II (Budget Analyst) provides comprehensive budget analysis support for the task order for the US Army Combat Capabilities Development Command (DEVCOM); Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance (C5ISR) Center; Engineering and Systems Integration (ESI) Directorate.

Responsibilities:

Perform various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.

Manages budget and funding execution across multiple financial systems (GFEBS, LMP, DTS, CCaRS), proactively identifying and resolving potential budgetary issues.

Leads the creation of execution documents, ensuring strict compliance with the FMR, and leveraging advanced statistical analysis to optimize budget data accuracy.

Requires a deep understanding of financial regulations, a proven ability to manage audits, and the capacity to independently resolve significant budgetary discrepancies, while maintaining the integrity and accessibility of all financial documentation on SharePoint

Support budget preparation, including but not limited to workload modeling, fact finding, efficiency studies, and should-cost analysis.

Perform financial and budget analysis, preparing cost estimates, tracking expenditures, coordinating actions and information with other Government organizations and the Government budget/financial planning team, and participating in meetings to discuss all financial and budget analysis issues.

Draft, coordinate, and track financial actions and information with other Government organizations - 7600s, MIPR instructions, Rough Order of Magnitude (ROM) estimates.

Provide/consolidate financial reports

Develop and provide background data, information, and documentation that will be used for reference and evidence to support required programs.

Coordinate, analyze, and forecast in conjunction with the Government budget/financial planning team to ensure forecast and execution/spent to date are tracked for each effort and recommend courses of action.

Request and maintain access to the government budget and financial systems.

Provide accurate near-real time financial tracking, projections, and spend plans.

Coordinate actions and information (technical and financial) with other Government organizations

Coordinate with the government budget/financial planning team to ensure forecast and spending to date are tracked for each effort.

Coordinate with Government technical leads to develop programmatic and technical briefings.

Receive and analyze program CDRLs.

Support technology transfer programs. This includes, but is not limited to, Cooperative Research and Development Agreements.

Qualifications:

Required:

AS/AA or 2 yr Tech School, minimum 3 years experience; or HS/GED w/ 10 years or military experience E4 and up

Knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budgeting.

TS/SCI Clearance

Salary Range: $75,000 - $92,000

The above salary range represents a general guideline. Integral Federal considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
