About the role
We are preparing a bid in response to a Government of Canada requirement at DND and are seeking a qualified Application / Software Architect (Level 3) to include in our proposal.
This is a proposal-based opportunity. Candidates must clearly demonstrate their experience against the criteria below. Only complete and compliant submissions will be considered.
Please note: All referenced projects must be a minimum of six (6) months in duration.
Requirements
Mandatory Experience Requirements
1. Overall Experience
Minimum ten (10) years of experience performing the duties of an Application / Software Architect (equivalent to TBIPS Stream 1, Level 3)
2. Education
A degree in one of the following fields:
Computer Science / Computer Programming
Software Engineering / Systems Engineering
A copy of the degree must be provided
3. Data Analytics and Cloud Architecture Experience
Minimum eight (8) years of experience architecting advanced data analytics solutions on cloud platforms
Minimum five (5) years of experience leading enterprise-grade data implementation projects
Demonstrated experience across at least three (3) projects
An enterprise-grade project refers to a complex, large-scale initiative involving multiple departments or locations, requiring robust infrastructure to manage high volumes of data, transactions, and diverse functional needs.
4. Certifications
One of the following certifications is required:
Microsoft Certified: Azure Data Engineer Associate
Microsoft Certified: Azure Solutions Architect Expert
A copy of the certification must be provided
Additional Requirments
Candidates should demonstrate the following experience. These criteria will be used to assess submissions as part of the overall evaluation.
R1 – ETL / ELT Pipeline Experience
Demonstrated experience designing, building, and optimizing ETL/ELT pipelines to ingest, process, and transform data from multiple sources.
Preference will be given to candidates demonstrating significant experience (8+ years) in this area.
R2 – Data Integration and Transformation
Demonstrated experience integrating diverse data sources and performing data transformations to ensure:
Data quality
Consistency
Reliability
Preference will be given to candidates demonstrating extensive experience across complex environments.
R3 – Big Data Platforms and Tools
Demonstrated experience utilizing big data processing tools, including:
Apache Spark
Databricks
Azure Synapse
Azure Data Lake
Preference will be given to candidates with extensive experience managing large-scale cloud-based data platforms.
R4 – DevOps and CI/CD for Data Platforms
Demonstrated experience utilizing Microsoft DevOps tools to:
Automate workflows for CI/CD
Optimize cloud-based data platforms
Experience should include Major Projects within the federal government.
A Major Project is defined as a project delivered within the federal government with a value exceeding $10M.
Preference will be given to candidates demonstrating experience across multiple major projects.
R5 – Certifications
The following certifications will be considered strong assets:
TOGAF® 9 Certified
Databricks Accredited
Databricks Certified Data Engineer Associate
Databricks Certified Associate Developer for Apache Spark 3.0
HDP Certified Developer
Microsoft Certified DAT201x: Querying with Transact-SQL
Microsoft Certified: DevOps Engineer Expert
Preference will be given to candidates holding multiple certifications from the list above.
