We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Job Summary:

This role leads product strategy for PayPal's Compliance Investigations Platform, powering AML, BRM, KYC/CDD, UGCM, and compliance investigations at global scale. You will define a multi-quarter platform roadmap that balances investigator productivity, case quality, auditability, and regulatory defensibility — translating complex obligations into intuitive workflows, decision-support tooling, and automation. The role partners closely with Compliance, Legal, Risk, Engineering, and Data Science to embed intelligence across the investigation lifecycle, and establishes the measurement framework for platform health: resolution time, quality, false-positive reduction, and audit readiness. Success requires operating fluently at the intersection of regulation, operations, and platform engineering.

Job Description:

Essential Responsibilities:

Drives product strategy with cross-functional stakeholders consistent with the shared vision for the product or enabling platform.

Plans and implements the architectural roadmap that balances innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability.

Assesses the customer experience and customer needs in product requirements and decision making.

Sets up data gathering mechanisms relative to the metrics that inform the success of products including usability studies, research and market analysis.

Leads workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making.

Oversees product profitability measures, including budget.

Plans operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews. Interfaces with product and technology leadership as needed.

Partners with content strategists, data scientists, product designers and user experience researchers.

Maximizes efficiency in a constantly evolving environment where the process is fluid and creative solutions are the standard.

Minimum Qualifications:

8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Experience leading others

Additional Responsibilities & Preferred Qualifications:

Financial crimes domain depth — Hands-on product experience in AML, KYC/CDD, BRM, or Fraud investigations; familiar with FinCEN, OFAC, FATF, and EU AMLD frameworks.

Investigator platform experience — Built or scaled case management, alert triage, or workflow platforms for internal investigator populations.

Data and Agentic AI fluency — Comfortable shaping requirements around risk models, alert scoring, entity resolution, and human-in-the-loop AI in regulated settings.

Regulated stakeholder navigation — Proven ability to partner with Compliance, Legal, Internal Audit, and regulators while moving at platform speed.
