I. Introduction
The Kanosh Band of Paiutes (“the Band”) is soliciting proposals from qualified web development firms or independent contractors to design, build, and maintain an official Kanosh Band website. Funding for this project is provided under the Band’s Energy and Mineral Development Program (EMDP) grant, which expressly allocates resources for the development of a community-facing webpage to support education, transparency, and communication regarding the project and broader Band activities.
The Band seeks a contractor who understands tribal communities, values culturally appropriate design, and can deliver a secure, modern, accessible and user-friendly website.
II. Project Purpose
The website will serve as an official communication tool for:
Sharing information about the Kanosh Band of Paiutes, including history, governance, programs, and services.
Providing updates, documents, maps, and results from the Early-Stage Geophysical Exploration Project.
Offering community announcements, meeting notices, and engagement opportunities.
Providing a user-friendly interface for Tribal members and the general public.
III. Scope of Work
The selected contractor will provide full-service website development, including:
A. Website Planning & Design
Consultation with Band leadership and staff.
User-friendly, mobile-responsive design.
Culturally appropriate branding and visuals.
Information architecture and navigation design.
B. Website Development
Build a modern website using WordPress, Drupal, or another commercially supported content management platform.
At least 10–15 core pages, including:

Kanosh Business
Geothermal Exploration Project page (with updates, maps, documents)
Events / Calendar
Contact page
Band Members Only Portal
Secure document hosting for public access.
Search function.
Accessibility compliance (WCAG 2.1 AA encouraged).
C. Content Integration
Upload initial content, text, images, and documents provided by the Band.
Recommendations for new content as needed.
D. Training
Provide training to Tribal staff on content updates and site administration.
E. Maintenance & Support
Proposals should include pricing for: (1) Initial website development; and (2) Optional ongoing hosting, maintenance, and support services for at least 12 months.
Maintenance services should include routine software and plugin updates, malware protection, backup management, encrypted administrative access, security monitoring, and commercially reasonable cybersecurity protections.
Contractor shall disclose the proposed hosting provider and general hosting infrastructure location.
IV. Deliverables
1. Fully functional Kanosh Band website.
2. Administrator and editor accounts for Band personnel.
3. Style guide and documentation.
4. Access credentials and hosting details.
5. Monthly maintenance reports (if maintenance option selected).
6. Unrestricted administrator access to website, hosting, and domain registration accounts.
V. Proposal Requirements
Proposals must include:
1. Company/Contractor Information o Name, address, contact person, email, phone.Summary of relevant experience, especially with Tribal or governmental entities.
2. Project Approach o Proposed platform, design process, timeline, and methodology.
3. Project Schedule o Proposed timeline with milestones (expected project length: 6–10 weeks).
4. Budget o Flat-fee or itemized pricing, including optional maintenance plans.
5. Portfolio o Links to past websites demonstrating similar work.
6. References o At least two (2) professional references.
VI. Federal Grant Compliance
This project is funded in whole or in part through a federal grant award. The selected contractor shall comply with all applicable federal laws, regulations, and grant conditions, including applicable provisions of 2 C.F.R. Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).
The contractor may be required to provide documentation regarding pricing, subcontractors, eligibility, and compliance practices.
VII. Ownership of Work Product
Upon payment in full, all website content, graphics, documents, source files, administrator credentials, and related work product developed specifically for the Kanosh Band of Paiutes under any resulting agreement shall become the property of the Kanosh Band of Paiutes unless otherwise agreed in writing.
VIII. Budget Framework
While this RFP does not mandate a specific dollar amount, it is funded under the Band’s EMDP grant, which provides funds for developing and maintaining a webpage. Contractors are encouraged to propose competitively priced solutions consistent with federal grant-funded project expectations.
IX. Evaluation Criteria
Proposals will be evaluated based on:
Relevant experience
Technical approach and cybersecurity standards
Cultural responsiveness and design approach
Technical capability and security standards
Cost-effectiveness
References and past performance
Experience with Tribal governments or public-sector clients
X. Reservation of Rights
The Band reserves the right to:
Reject any or all proposals;
Waive informalities or irregularities in proposals;
Request clarifications or additional information;
Negotiate with one or more respondents; and
Cancel or reissue this RFP at any time.
XI. Sovereign Immunity
Nothing in this RFP, any proposal submitted in response thereto, or any resulting contract shall be construed as a waiver of the sovereign immunity of the Kanosh Band of Paiutes or any of its officers, employees, or entities. Any waiver of sovereign immunity must be expressly approved by formal written resolution of the Kanosh Band Council.
Any resulting agreement shall be governed by applicable federal law and the laws of the Kanosh Band of Paiutes.
